{"id":4321,"date":"2023-08-08T08:15:12","date_gmt":"2023-08-08T08:15:12","guid":{"rendered":"https:\/\/listselfstorage.com\/us\/industry-insights\/?p=4321"},"modified":"2023-08-08T16:39:36","modified_gmt":"2023-08-08T16:39:36","slug":"storage-facility-proposed-for-former-lockley-plant-building","status":"publish","type":"post","link":"https:\/\/listselfstorage.com\/us\/industry-insights\/storage-facility-proposed-for-former-lockley-plant-building\/","title":{"rendered":"Storage Facility Proposed for Former Lockley Plant Building in Grove St. New Castle, PA"},"content":{"rendered":"<p><!-- VideographyWP Plugin Message: Automatic video embedding prevented by plugin options. --><br \/>\n<img loading=\"lazy\" class=\"aligncenter\" src=\"https:\/\/bloximages.chicago2.vip.townnews.com\/ncnewsonline.com\/content\/tncms\/assets\/v3\/editorial\/3\/c0\/3c0e26ec-3217-11ee-b323-f33c15e433ac\/64cd969b2b698.image.jpg?resize=400%2C296\" alt=\"Former Lockley building\" width=\"650\" height=\"481\" \/><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">A four-story self-storage facility is being proposed at the location of the former Lockley Manufacturing building in New Castle.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">The New Castle planning commission heard a presentation Wednesday for the proposed 119,050-square-foot facility to be located at 306-310 Grove St.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">It is proposed that the current building, owned by Asset Realty &amp; Construction Group, would be torn down for the new facility, which would include interior loading, surface parking, new driveways and associated site improvements.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">The planning commission voted 3-1 to recommend city council approve a conditional use request for the proposed project.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Katherine Weiss, one of the project\u2019s two engineers from Philadelphia-based Dynamic Engineering, said the facility would get new lighting, stormwater protection and other utility services, while the area would get an environmental cleanup before and after the building demolition.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">There would be 12 parking spaces, an interior trash enclosure and 121 plantings (32 trees).<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">The facility would be climate-controlled, handle large box and semi trucks at the loading dock, have a manned office space and two or three maintenance workers.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">She and Angelo Papa, Asset Realty\u2019s attorney for the project, both said the facility would meet the character of the existing neighborhood, and believe storage facilities are needed for the area.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\">\u201c<span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">It\u2019s in a suitable location. I believe there\u2019s a need for it. I believe there\u2019s a market for it,\u201d Weiss said.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Weiss said the project would need dimensional variances, which would require approval from the New Castle zoning hearing board.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">She also hopes to submit the project\u2019s full land development plan in the fall.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Planning commission member Lawrence Williams cast the lone dissenting vote, while commission Vice Chairman William Morgan was absent from the meeting.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Williams cast his no vote due to his belief that there could be another project or use for the space that would be more beneficial to the community, and could better connect to new developments and projects coming to downtown and along East Washington Street.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">City council will hold a public hearing in the future to determine whether to grant the conditional use request for the project.<\/span><\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.ncnewsonline.com\/news\/local_news\/storage-facility-proposed-for-former-lockley-plant-building\/article_048e7748-3213-11ee-a27d-1b63efb231b6.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-size: medium;\"><span style=\"color: #222222;\"><span style=\"font-family: Lato, Helvetica Neue, Arial, Helvetica, sans-serif;\">Source<\/span><\/span><\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A four-story self-storage facility is being proposed at the location of the former Lockley Manufacturing building in New Castle.
